The federal government has already done that. 18 USC 2257 is one regulation that contains definitions regarding pornography. With the recent amendments to 2257, which has to do with proof of age for models in adult content, the governemnt is already monitoring adult sites for compliance with regulations. So the mechanism would already be in place.
