Web Domain Name Without Hosting?

Hi,

Is there any website that can give you a domain name without server hosting? 

I don't understand why when you try to register a domain name they automatically force you to pay for their hosting and their "required security or else we'll release your personal information even though it actually doesn't cost any money to hide."

I found a good server hosting site, but it doesn't host domain names. So can someone please refer me to a site where you can get a domain name only?
