It's actually a sign-up link. This came along as a special offer when I had signed up for my Yahoo! Small Business account. Since I already have an Adwords account, I am not able to use it. Didn't want it to go to the waste so I'm offering it here.
I don't see an expiration date from the terms and conditions.

Yep, it includes the $5 signup fee, so it's a totally of $55. Since it is only for registration purposes, that is why I did not include it in the ad.
