I always look for a few things:
1. Reliability
2. Support/Knowledge
3. Price - you get what you pay for really.
Well, my favorite one is Centohost.com pretty obviously. They offer really good and affordable dedicated servers.
Other web hosts could learn a bit from them on pricing, technology and excellent customer service.
