Even if my guesses are wrong, there is still some reasons they require the certification. I haven't seen that reason revealed here yet.

More often than not, registrars follow what the Registry says lest they risk
losing their accreditation to register (and market) that extension. Oh, and
they do "spot checks" periodically as well.
